Hugging this character: Probably don't risk it unless she instigates.

Flirting with this character: She'll probably be either laughing at you internally or taking advantage of it somehow, but feel free to try!
Fighting with this character: Ask first. Neo very rarely fights without the intent to kill, and she's very good at what she does, so I'd prefer to discuss potential resolutions/interventions/etc. beforehand to make sure things don't end too nasty if they're not supposed to. She will run if she's outmatched or if making the kill shot is going to be more trouble than it's worth (i.e. if someone of equal or higher skill than the first combatant intervenes).
Injuring this character: Fine if it's things without long-term impact (though Aura makes this sort of thing a little harder), discuss first if it is, especially since she tends to make herself very hard to actually hit in fights.
Killing this character: Only with prior planning/permission.
Using telepathy/mind reading abilities on this character: Yes, but discuss it with me first so we have a good idea of how it's going to go.

Warnings: Neo is very sadistic and doesn't have much in the way of a moral code, and while she doesn't lash out without cause since that draws too much attention, when she does fight people she definitely enjoys going in for the kill.
